First off, it isn't a matter of "if" Plax is suspended. He will be suspended.
Second off, you're starting from a poor premise. "If Plax gets suspended" + understood premise = "Giants could really use a tough receiver" (your conclusion).
The Giants can not, and will not, approach the offseason counting on from Burress. Therefore, that premise doesn't pertain. If they feel they need a "tough receiver," they'll go out and get a "tough receiver" no matter what happens with Burress in the eyes of the law or league.

I don't have much of a sense of how Rasheem Morris will differ from Gruden, but Tampa Bay has so much cap room they have to be in the running for any high profile free agent that could improve their team.
As such, I'd be a little surprised if Baltimore made much of a run considering their cap situation, though it would be nice to get your young qb a weapon and pluck a talented player from a division rival in one move. Skins should be in the same boat with cap room.
As for Jacksonville, I have a feeling their defense will be more of a priority this offseason. I also think Chicago will have some other priorities.
As for Philly, Andy Reid doesn't like having a lot of 30+ guys on his roster. I think attempting to swing a trade for Boldin is a much more realistic scenario, assuming management agrees with the fans about their receiver situation. I think OT, RB, FB, and possibly TE though I like what I've seen from Celek, should be their priorities... if they make a run at any free agent I'd like it to be Jordan Gross.
I also kind of doubt Minnesota... I think they're hoping Sidney Rice is their TJ.
