Reggie Williams will be a bust whether the starts or not

Here's a teaser for our online draft guide and magazine: Reggie Williams is listed as a bust. He is going to be drafted way too early for a player who hasn't topped 629 yards in four seasons. Sure, he scored ten touchdowns last year, but that was in 38 catches! That's not sustainable (He had five career scores before last season).
One reason why I had him listed as a bust was that he didn't even start most of last year. Apparently, though, that's going to change. Jaguars.com pegs him and Jerry Porter as the likely starters in Jacksonville. Dennis Northcutt, Mike Walker, and the ghost of Matt Jones will compete behind him.
I'm still not convinced. This is a spread-the-wealth offense, and Porter will catch a lot of Williams' old scores. Williams is not coming off the bust list whether he's starting or not.

There are a number of problems with any Jags receiver. 1.) They aren't that good. 2.) They don't throw the ball much as a team. 3.) They rotate receivers a lot, due in part to point number 1. 4.) The team doesn't find themselves in garbage time catch-up mode very often because of their good D.
Reggie Williams can be a decent waiver wire pickup or bye-week fill in when he is in on of his hot streaks, but nothing more. It seems too late in his career for him to be breaking out as a receiver.

Porter will be lucky to get in eight games so while somebody may be catching a lot of his old scores, I doubt it will be Porter.
